To catch Lugia:
1. Pick up Whirlpool HM from Team Rocket's Hideout, teach a pokémon the technique.
2. Get the Silver Wing from the man in Pewter City (Gold and Crystal) or the Radio Station Manager in Goldenrod City (Silver).
3. You may want to get an Escape Rope or a pokémon that knows "Dig" at this time, to escape the cave which Lugia is located, after catching it. And bring a pokémon that knows "Flash", because the cave is pitch black inside without it. Also get strong pokémon into your party. A pokémon with False Swipe and Sleep Powder (or other sleep attacks), may come in handy. Lugia will be at level 70 in Gold, level 40 in Silver, and level 60 in Crystal. So go prepared.
4. Now Fly to Olivine City. Go to the southwest corner of the city until you come up to the rocks that can be smashed. Go south and use Surf. Surf south until you reach the wall in the water. Now go around to the southern part of that small island. This island is the top-right of the four islands and this particlar island is the quickest way to Lugia. You should find a whirlpool. Use the technique Whirlpool to cross it. Now make your way around to the cave and enter it.
5. Go north all the way, then go right all the way, then go north to the hole in the ground and go down it. Keep following the path and you will come up to another hole in the ground. Go down it. Now you should be surrounded by areas of water. Go down the waterfall, make a left (character's right) at the end of the waterfall, enter the hole in the wall, then SAVE it. You are now ready to go and take on Lugia! Good luck!
