1. Get the Rainbow Wing from the man in Pewter City (Silver) or the Radio Station Manager in Goldenrod City (Gold).
2. You must have the Fog Badge from Ecruteak City's Gym.
3. You may want to get an Escape Rope or a pokemon that knows "Fly" at this time, to escape the tower which Ho-oh is on top, after catching it. Also get strong pokemon into your party. A pokemon with False Swipe and Sleep Powder (or other sleep attacks), may come in handy. Buy many Ultra Balls and Great Balls. Ho-oh will be at level 40 in Gold and level 70 in Silver. So go prepared.
4. Now Fly to Ecruteak City. From the pokemon center, go left, then north the path and go inside the building. Move through the paths in the building until your back outside.
